A serial killer is at large in this little industrial South Korean town. Three young women have already been found strangled after having been raped. Inspector Park, a rather rough policeman, is in charge of the case. He soon arrests a slightly retarded teen and obtains his confession by falsifying evidences and molesting the young man. Two days later, the teen is released, the local chief of police fired and a special policeman is sent by Seoul in order to help inspector Park solve the case.
They soon suspect an ex-soldier they will carefully watch. In the meantime, they send to the U.S.A. a specimen of sperm they have found on the body of the last murdered girl and wait for the DNA analysis.
