When ice-cold ex-con Junior (Alec Baldwin) arrives at the Miami Airport, it doesn't take him very long to get into trouble. On his way out the door, he snaps the fingers of a Hare Krishna (Edward Saxon), who promptly drops dead from shock.

Called in on the case is thoroughly rumpled Sergeant Hoke Moseley (Fred Ward), a worn-out cop who finds the whole situation pretty amusing. Hoke isn't much of a detective, but it doesn't take him too long to track Junior to the seedy motel where he's been shacking up with Susie Waggoner (Jennifer Jason Leigh), a dim-bulb hooker trying to pay her way through community college.

After a delicious dinner of pork chops, during which Junior gives away nothing and Susie fails to pick up on what's going on, Hoke heads back to his apartment, where Junior soon arrives to beat him senseless with his own sap and steal his gun, his badge, and even his false teeth.

Now equipped with his very own police officer impersonation kit, the psychopathic Junior runs rampant over the city, robbing bookies, drug dealers, looters, and even mugging victims of their cash and valuables, and rubbing Hoke's nose in it every step of the way.
