Nick Nolte plays Max Hoover, one of four L.A. cops, who are part of an elite squad. These four men are based on an actual squad in the 1950s known as the Hat Squad, known for their wearing of fedoras. The men run across the death of Allison Pond, a starlet or celebrity of some kind (it's not really explained). Hoover was involved with the woman at one time, but ended it sometime previously. However, he is driven to find out what happened to her, despite the fact that it may cause domestic unrest with his wife. Investigation of the crime leads the men to the Nevada Test Site, near Las Vegas, Nevada. They start suspecting that this crime has nothing to do with a mob hit or a drug deal or other random crime. There is government cover-up involved. Their suspicions rise when soldiers refuse to allow them admittance to question a general. More confrontations arise until they are finally able to find out what happened to Allison Pond. And the knowledge could prove dangerous to Max Hoover.
