Assigned by I.C.E. chief MacDonald (James Gregory) to find a missing scientist (Richard Eastham), Helm goes undercover in Monte Carlo as a Chicago hood. Teaming up with the scientist's swinging daughter (Ann-Margret), he soon discovers a plot by wealthy madman Julian Wall (Karl Malden) to build a giant death ray that will wipe Washington, D.C. off the map.

Now, Helm must battle a sultry femme fatale (Camilla Sparv), an indestructible, steel-capped assassin (Tom Reese), and Wall's private army to rescue the scientist, the girl, and the world.
