The setting is a big Asian city in 2080. R is a member of the elite MP commanded by Noma. He's not doing so well lately as he's in love with Ria, a cyborg whose electronic brain is due to expire in a few days. R has asked professor Croy, a mad scientist, to find a way to keep Ria alive. Croy sends a cyborg into the general medical center of the city in order to find the coordinates of someone whose DNA matches with Ria's. The cyborg obtains the name of Cyon, a young prostitute, and, after having killed three men of Noma's MP team, escapes and gives the information to professor Croy and R. R kidnaps Cyon but before Croy manages to transfer Ria's brain in Cyon's body, commander Noma arrests professor Croy.
Now R has finally given up the idea of saving Ria from her upcoming death and gets drunk. In the meantime, commander Noma understands that Croy is nothing more than a cyborg himself. Croy's brain has already been transferred in another cyborg's body who has managed to enter the heart of the city's top laboratory in cybernetics and free dozens of high-trained cyborgs programmed to kill every MP's in sight. Soon, commander Noma has only one option left : to set off the whole building.
