A Russian government employee, Ninotchka, is sent to Paris to investigate the antics of three other Russian emissaries. They were supposed to sell some jewelry for their home communist government, but end up endulging in their capitalistic surroundings and have the time of their life. At first hard and resistant to such material posessions, Ninotchka loosens her blind devotion to her home state and falls for a Frenchman, someone who represents all she is supposed to detest. The message ends up being anti-communism and pro-capitalism, and Ninotchka discovers the romance and freedoms that she has been denied all her life.
