Orphan Pete runs away from his abusive foster family. He is accompanied by his dragon, Eliot, who is only visible to Pete. Pete and Eliot arrive in a seaside village and take refuge at the lighthouse, run by the kind-hearted Nora and Lampie.

Nora and Lampie become very fond of Pete and would like to adopt him, but Pete's foster family wants him back. Meanwhile, Eliot innocently causes trouble whereever he goes, though the townspeople attribute the trouble to Pete, as they cannot see Eliot. The only other person who believes in Eliot is the crooked snake-oil salesman, who would like to butcher Eliot for use in his potions.
