It seems Ray Liotta always plays a bad guy and this movie is no different. He is a cop named Harry, a Phoenix cop. But he isn't exactly an honest cop and he doesn't necessarily play by the rules. Anthony LaPaglia plays a fellow cop and friend. He is also an enforcer for a local loan shark, getting tax free money on the side. He works for Louie, who seems to have most of the business in town. Meanwhile Harry has gotten deeper and deeper into debt by gambling. Gambling on the horses has got him $32,000 in debt to another local loan shark. "Chicago" agrees to forget about the $32,000 if Harry will kill a "narc" currently being held in jail who would testify against him. Instead Harry takes his three friends, including Anthony LaPaglia, to help him with a better scheme: to steal from one loan shark to pay off the other.
