Dragon (Jackie Chan) is a Navy officer in Hong Kong who has to fight pirates. His group of Navy officers is in a constant rivalry with the local police. But when Dragon stumbles onto to something when he pairs up with his old friend (Fats, played by Sammo Hung Kam-Bo), he is forced to quit the police and take things into his own hands to stop the pirates and get back the hostages.
