The FBI is protecting a witness when the Mafia comes and kills all the agents and the witness. One of the FBI agents that were killed was Harry Shannon's (Darren McGavin) son. He gets angry and calls up Mark Kaminsky (Arnold Schwarzenegger), who was asked to resign from the FBI after roughing up a suspect. Kaminsky, who is now the sherrif of a small town is asked by Shannon to infiltrate Luigi Patrovita's (Sam Wanamaker) crew and bring it down from the inside. Kaminsky fakes his death for his own safety and gets a new I.D. as Joseph P. Brenner. He roughs up a few gambling places until and makes a name for himself in the criminal world. He eventually works his way up the ladder and meets with Patrovita and proves his worth. The rest is the usual Arnold action movie fair of guns, chases and explosions.
