Wesley Snipes is Web Smith, a Japanese liaison officer in the LAPD. He is called to investigate the strangling death of an American woman at a Japanese owned skyscraper. On the way there he meets his new partner, John Conner (Sean Connery). The two investigate the murder and realize there is much more at stake as politicians, Japanese mafia, and corrupt policemen (Keitel) conspire to conceal the truth. Along the way we realize the truth behind the Japanese saying, "business is war."
