Jack Grimaldi (Oldman) is a crooked cop engaging in a very difficult arrangement. He seemingly is doing his job, while also getting paid by the mob to sell information about the whereabouts of people in the witness-protection program. Ostensibly, this is to make a better life for his family, bankrolled by the funds he buries in the garden. His home life isn't any less complicated. He is cheating on his wife (Sciorra) with an eager mistress (Lewis).

Things go awry when he meets a female mob member named Mona Demarkov (Olin), a sexy and smouldering assasin. She has been arrested, charged with the deaths of two of his colleagues. His bosses in law enforcement want her alive. The mob wants her dead. Because he is obsessed with Mona, she plays her sexuality as a trump card to get Grimaldi to do her bidding.
