For five years now, Hee, a member of the special forces of the North Korean army, is methodically killing important members of the South Korean scientific or diplomatic communities. Two SK agents, Lee and Yu, are assigned to stop the young woman.
They soon find out that other members of the NK special forces are present in Seoul. These terrorists have just hijacked a shipment of a new liquid explosive called CTX and they've hidden CTX bombs everywhere in Seoul. Lee and Yu will have to face not only the dangerous Hee but also Park, Hee's boss and trainer.
