Brian Gamble quits the team in disgust, while Jim Street takes a demotion in the hopes of one day being allowed back on the team. He gets his chance when "Hondo" (Jackson) is assigned to recruit five cops for a new SWAT unit.

After weeks of tough training, the new unit is thrown in at the deep end when a notorius drug lord announces on national television - while he is being taken to jail - that he will pay $100 million to whoever frees him.

It is while escorting this felon out of Los Angeles and into the hands of the Feds that the action kicks into gear! Ex-SWAT agent Gamble turns out to be the mastermind behind a plan to set the drug lord free, and Street has to face his old partner from the other side of the law.

Los Angeles police officer Jim Street (Farrell) is cooling his heels on a menial off-the-street assignment following problems with and the resignation of his wildly erratic S.W.A.T. partner. A new officer has been brought into the unit, assigned with invigorating and reforming the department. Hondo (Jackson) recruits a team of what appear to be young misfits (Rodriguez, LL Cool J) to the existing team.

Their first assignment is to see that a notorious French underworld figure (Olivier Martinez) is safely escorted to federal prison. The only problem is he's offered anyone willing to spring him from custody a fabulous sum of money.
