Agustin Rejas (Bardem) is an honest policeman as well as a dreamer who wants justice and equality in his unnamed Latin American home country. He has risen to the ranks of detective as an insurgent movement is bubbling that threatens to topple the government. He is assigned to find and stop those inciting the people, a shadowy figure named Ezequiel, who has been leaving a trail of dead dogs as well as dead and injured people across the main city. Rejas has a routine family life which is interrupted when he meets his daughter's ballet teacher (Morante), who intrigues him. He finds he wants to protect her as much as his family and nation. This may be impossible as he draws closer to his prey. This political thriller explores Rejas's feelings about justice as and his feelings for the ballet teacher with whom he eventually has a brief affair.
