Roy Tucker (Hackman), an ex-marine and murderer, is doing his term in a San Francisco prison. One day, in the director's office, Tucker meets Tagge (Widmark) who tells him he works for an organization that wants to get him out of prison. In compensation, Tucker will have to do something for this organization. Tucker's escape is a success but his buddy Spiventa, who got out with him, is coldly murdered by members of the organization.

During the next weeks, Tucker is allowed to spend some time with his wife Ellie (Bergen) in Costa Rica but is soon brought back to L.A. He understands that he will have to kill an important politician for the organization. He then refuses the job but he's forced to do it when Ellie is threatened.
