Christopher Boyce (Hutton) is a young Californian who's just been hired in a company in charge of delivering sensitive documents to the C.I.A. By reading these documents, he becomes aware of the secret international activities of the agency and, shocked by what he learns, decides to give these informations to the Soviets.
Boyce asks his long-time friend Daulton Lee (Penn) to go to Mexico and contact the Soviet embassy in Mexico City. During a few weeks, they will manage to pass photocopies and microfilms to their contact Alex (Suchet) and earn thousands of dollars. But Lee, a drug addict, starts to talk too much and irritate the Soviet agents.
