Sam Elliot stars as John Pierce, the former head of the Seattle bomb squad who is now an author of a book called the final cut. The movie starts out with two "cutters" looking over a bomb that they think has been disabled but through an intricate and tricky wiring scheme the countdown continues and the bomb detonates, killing them both. The bomb squad leader Capt. Weldon Mamet (Charles Martin Smith) and his unit are going nuts trying to find this mysterious bomber and deal with his deceptive wiring schemes.

Col. Forsyth from the army shows up offering his help but they see Pierce on TV and under duress the boss of the unit brings him back in for his expertise. They get an anonymous call that there is a bomb in a mall and all go to the scene where Sgt. Kathleen Hardy (Anne Ramsay) leads another unit of "cutters" from a videom monitor. She tries her best to help but the tricky scheme was a trap and the bomb goes off killing the cutters and injuring all around the site. Pierce who walked away told her it was a trap but no one listened to him. After this incident Co. Forsyth insists on helping and no one is listening to Pierce's advice. Mamet does a backround search and Pierce fits the profile of a bomber and they begin to suspect its him but Hardy has her doubts.
When Pierce gets a call on his car phone to meet someone in a parking lot he goes and finds a bomb underneath the car and it goes off making him seem like the one to rest of the unit too. Pierce figures out it's Forsyth and tries to convince Hardy. He eventually gets her trust and it all comes down to a final scene where Forsyth has concocted a bomb attached to a human being.
