Wesley Snipes stars as Dean Cage, an ex military man who served in Bosnia. The movie starts out with two men interogating a man in the back of an ambulance. When the man tries to break free he slides out the back and gets run over by a mack truck. At this time Cage gets dropped off at a meeting of former vets by his cop girlfriend Amy (Jacqueline Obradors) and while there he tries to talk about what happened to him in Bosnia but it gets to hard for him.

Amy goes to the scene and something just isn't right as they find out the guy fell out of the ambulance but the ambulance just kept going. Cage calls Amy because he can't deal with the meeting and tells her to meet him at a diner. At the diner a rogue CIA agent has set up an undercover operation because his dirty agents killed the man who they were trying to extract information from. They want to know if it is safe to move a secret mind control drug that the rogue agent stole from the government. Cage, while sitting in the diner, spots all the dirty undercover agents and their operation gets blown when they inject Cage with the drug but he escapes. Amy then shows up at the diner and finds the ampule of the drug and doesn't buy the official story. The rogue agents find Cage and they interrogate him but the drugs affected his brain and he is living in his war memories. Amy tries to find Cage and get him the antidote before the drug kills him.
