The film is a story of two teens growing up in southern California. Randy is a punk from the city and Julie is a sweet girl from the “Valley”. Her father (Forrest) and mother are pretty cool as they are ex-hippies and not much more mature than she is. Randy is smitten when he meets Julie at the beach and a party later that evening. He vows to his best friend Fred that he will win her over and they go out on the town to Hollywood with Julie and her friend Stacey. Her stuck up friends absolutely can't stand him and think she is out of her mind for passing up her steady boyfriend Tommy (Bowen) for a loser like Randy. Under pressure from her peers Julie dumps Randy and gets back together with Tommy.

Randy is heartbroken and even Julie seems torn by the end of the brief relationship. While Julie is trying to go about a normal life, Randy will stop at nothing to see her again, including working at her favorite fast food joint, showing up at her school, sleeping on her front yard, and more. Eventually, Randy crashes the prom and takes off with Julie proving his manhood and love for her in a fight with Tommy. They ride off in the limo and do the post prom thing at the hotel.
