Kim, a 14 years old girl, witnesses the murder of her mother by her father Sun Quan, a member of the Hong Kong triads. She runs away, takes the first boat she can find and lands in Los Angeles. There, she's taken care of by Cynthia Archer, a social worker who brings Kim to her home. Soon, Sun Quan also arrives in L.A. where he's told by Mac Hoggins, a policeman who uses to help Sun Quan's organisation to sell off heroin in the U.S., that Kim is at Archer's. Sun Quan kills Cynthia and his parents but doesn't manage to take Kim back. Ben Archer (Van Damme) and his french friends decide to take the law into their own hands and torture Mac Hoggins in order to know who's responsible for the murders. Archer will finally find Sun Quan in the Los Angeles harbor for a bloody and explosive final.
