A retired soldier returns to his hometown. However, he finds out that it is now a dangerous place and is overrun with drugs and violence. The man responsible for the mess is a casino owner who also deals drugs. When the retired soldier finds out what's going on he is beaten up. After his beating the police do nothing. The ex-soldier then beats up everyone responsible. He is arrested, but found not guilty. He then becomes sheriff and tries to clean up the town.
