A FBI agent chases down the killer of his FBI partner. Jason Statham plays the lead character of John Crawford. He is a FBI agent. He is with his FBI partner Agent Tom Lone (played by Terry Chen) on a wharf in San Francisco, where many men have been killed. He finds the casing from a titanium bullet. They have a shoot-out with the remaining men. They think they got all of them, but Agent Crawford thinks one man named Rogue (played by Jet Li) got away. The families of the two FBI agents are planning to get together to grill some steaks. An intruder enters the house of FBI Agent Lone. The intruder kills his wife, children and shoots the FBI agent as well. Then he sets the house afire. When Crawford and his wife drive up, the emergency crews are already at the house. When Crawford enters the house he finds another trademark titanium bullet casing left behind on the floor.

Rogue comes into a nightclub, kills every one as he enters then uses a bomb to kill the Yakuza who run the place. Rogue goes to a mansion in Marin where the Chinese Triad boss named Chang (played by John Lone) lives. Rogue has brought the two remaining horses from the Ming Dynasty to sell them to Chang.

In Japan, the Yakuza boss Shiro (played by Ryo Ishibashi) speaks with his daughter Kira (played by Devon Aoki) about the sale of the Ming horses. He sends her to San Francisco to oversea the transaction.   Agent Crawford goes to a Mah Jong parlor where in the basement they have a secret cage fight going on. He meets with Benny (played by Luiz Guzman) who helps him get information. Benny gets a lead on Rogue. Rogue seems to be killing everyone he is associated with. Two plastic surgeons of three who helped Rogue change his face are now dead.

Rogue's men, pretending to be cops, intercept the Ming horses packed inside a luxury car. Rogue's men kill the crew of Yakuza, who are attempting to deliver them. Corrupt cops are in on the deal. Rogue is paid for delivering the horses to Chang. The police captain is on it. Agent Crawford finds the police captain in a bar. He forcefully interrogates him. When they take the captain outside to take him away from the building Rogue shoots him. Agent Crawford chases Rogue, but Rouge gets away. Shiro's daughter Kira arrives in San Francisco. She tells the under-boss and his man, they are not to take any action until Shiro instructs them what to do.

Rogue calls Agent Crawford. He tells him if he wants the stolen shipment, to be at Warehouse 16 in one hour. Chang is at the warehouse. The FBI arrive. They have a search warrant and force Chang to open it. Rogue is standing there. He says nothing. Agent Crawford wants to kill him for what he did when he killed his partner and his partner's family. But the FBI has no evidence and find nothing else in the warehouse so Agent Crawford has to let Rogue go.

Rogue goes to stay at Mr. Chang's house. Chang says the FBI has started a war. Rogue, disguised as Yakuza riding a motorcycle, starts a war with between the Chinese triad and the Yakusa. He kills Chang's right-hand man in a ritual way using a Yakusa sword. Chang tells Rogue he will not retaliate until the time is right. Chang makes Rogue promise to take care of his wife and daughter and keep them safe. The Yakuza underbosses arrive at a Japanese tea house which the FBI has under surveilence. The Chinese triad gang comes to the restaurant to kill all the Yakuza in a mass shooting spree. Agent Crawford arrives. Rogue takes sniper shots at them from a building across the street. All the Yakuza are killed. All the FBi agents, except Agent Crawford, are killed. Rogue gets in his car, drives away. Agent Crawford gives chase. They have a high-speed chase through the streets of San Francisco. Agent Crawford crashes his car. Rogue gets away.

Rogue meets with Shiro's daughter. She tells Rogue he has done well and Shiro is happy. Now the instructions are to, not only kill Chang, but kill Chang's wife and daughter as well. Benny and Agent Crawford find the third plastic surgeon hiding in Mexico. He identifies Rogue from a photo. Rogue kills Chang. Rogue pretends to shoot the wife and child of Chang. The Yakuza ninja attack the Chang mansion. Rogue kills them all. Rogue takes the wife and child of Chang to the car and watches the wife drive away safely.

Shiro arrives in San Francisco. Agent Crawford visits him and shows him photos of Rogue killing Shiro's ninja men and helping the woman and child escape. Shiro takes Rogue captive. Shiro discovers the horses are fakes. Rogue breaks free of Shiro's men guarding him. Rogue explodes a bomb hidden in the case of the horses. All Shiro's men are dead. Rogue and Shiro sword fight. Rogue is not the real assassin Rouge. The assasin named Rogue was killed by FBI Agent Tom Lone when Rogue killed his wife and child. Agent Lone changed his face to match Rogue so he could come after Shiro. Shiro tells him Agent Crawford is the double agent. Agent Crawford worked for Shiro and Agent Crawford was the reason FBI Agent Tom Lone's family was killed. Chang's wife receives one of the Ming horses in a package which is delivered to her so she can start a new life. Kira, in Japan, receives the head of her father, Shiro, delivered to her in a box. Rogue calls Agent Crawford and asks him to meet at a warehouse on the pier. Rogue and Agent Crawford fight. Rogue identifies himself to Agent Crawford. He asks him what did Shiro promise him to betray him. Agent Crawford recognizes him as his old partner FBI Agnet Tom Lone. Tom asks Agent Crawford what happened.   Agent Crawford says he wanted to stop working for Shiro, but could not. Agent Crawford asks him to forgive him. He says he is no longer Tom, Tom is dead and he is now Rogue. He shoots Agent Crawford and escapes.
Best part of story, including ending: This story is interesting because no one is really who they appear to be.

Best scene in story: The scene where it is revealed the FBI agent Tom Lone survives the assassin attack and decides to turn himself into Rogue to get revenge is very surprising.

Opinion about the main character: Agent Crawford wants to get even for the death of his partner and he tries to do this not knowing the one he blames for his partner's death, Rogue is actually his partner. This is a bit far-fetched, but it is surprising when revealed.
