This movie takes place completely on the water, except maybe 10 minutes at the end. It is the future, where the polar ice caps have melted and humankind is scarce and sometimes ruthless. The main character, known only as the Mariner, helps solve the mystery of " DryLand" and save a small group of people while outsailing and outsmarting his adversary, the Deacon.

In a world covered in water, people still cling to the mythical legend of "Dryland." For many, this hope is the only thing that keeps them alive. The "Deacon" (Dennis Hopper) attacks the floating city where Enola (Tina Majorino) and her adoptive mother Helen (Jeanne Tripplehorn) live. A mysterious tattoo on Enola's back is supposedly a map to "Dryland" and the evil Deacon wants it. The "Mariner" (Kevin Costner) becomes their unwilling champion in a battle of good vs. evil.
