In Too Deep is an urban account of the classic undercover police story. This is the tale of street king -a person who calls himself "God" (played by LL Cool J) - a kingpin who controls the majority of he drugs coming in and out of Cincinnati, Ohio. He has an army of street thugs who will kill, take criminal charges for him and do whatever keep out of the reach of the long arm of law and keep the money coming in. On the other side and undercover officer Jeffery Cole from Akron (played by Omar Epps) goes undercover to infiltrate God's world and bring down.

Cole has to prove he has street cred to gain a place in God's crew. At one point God sends Cole out on a mission with a couple of his cohorts with the intention of Cole killing a man that God wants dead. Trapped in that position, Cole goes along and has to find a way not to kill this man, but not blow his cover. This on the car ride over. What he does is chase the man firing shots at him, but misses intentionally. Thus the crew believe he's loyal, but has bad aim. Although problems arise for Cole as the more criminal activities he becomes involved in - manufacturing and selling drugs, washing money, watching God beat a woman but not being able to stop it etc. - the more it becomes part of him, blurring the line between cop and cover.
