When Jason Bourne exposes the secret CIA operations that created him, it necessitates the tying off of loose ends. The CIA hires Byer, a former Air Force colonel, to oversee the execution of any operatives created as part of this operation. Aaron Cross is training in Alaska, taking "chems," pills that increase both the strength and the intelligence of their takers. When a drone blows up his cabin, leaving him alone in the wilderness, he fools the drone into thinking that he is dead, leaving Byer satisfied. Meanwhile, the chief scientist at the lab creating the chems shoots everyone and himself in the head, leaving only one alive, Marta Shearing. Shearing is sent home, and when an army of CIA assassins attack her at her house, Cross appears, kills them all, and saves her. He has tracked her down because he needs more of the chems that enhance intelligence-- he reveals he has been given an injection that keeps his super-strength permanent, but without the chems, his intelligence will slide back to mediocre, and they will be unable to survive the fleets of CIA soldiers. They take off to the Philippines, in hopes of going to the chem manufacturing plant and taking what they need. However, with the CIA aware where they may be headed, they send a super-soldier assassin to greet them there, along with plenty of other trained killers. Entry into the building is their only hope for survival, but it may get them killed to even try.

Best part of story, including ending: The world of the Bourne movies is complex and intriguing, but Cross is a blank cypher of a character, he has no chemistry with Shearing, and there's surprisingly little interesting action.

Best scene in story: The CIA's raid of Shearing's home is by far the best action in the entire film, and it hints at the type of film this could have been.

Opinion about the main character: Cross is given no real back story and nothing to hold onto, except to get revenge on those trying to kill him, so there's not much of a reason to root for him.
