Allen Caine, having completed his blackcollar training, needs just one more thing to become a true blackcollar: the Backlash Drug which will make his reflexes super-fast. With a team of new trainees, he sets out to find that drug in the most likely place possible, even though there is only the slimmest chance it will be there, and an even slimmer chance he will be able to get it before being captured by the Ryqril-controlled Earth government forces.

In this sequel to "The Blackcollar", Allen Caine is back. Now he has been trained as a Blackcollar and is commander of his own unit. His first mission is to go to Denver on Earth to locate the secret behind the chemical Backlash which was used to enhance the strength and reflexes of the original Blackcollars. Little does he know that in order to accomplish his mission, he will have to deal with the local mob, other Blackcollars that have given up the fight, and his old adversary from Plinry all while trying to penetrate an impregnable fortress that even the Ryqril have given up on.
