Sam Fisher is a spy (Splinter Cell) for a secret group in the United States of America called Third Echelon. The book picks up a year after the first book left off, and specialists in Third Echelon are trying to locate members of 'The Shop,' an international arms dealing ring that played a large part in the first novel. Sam Fisher is currently working on collecting information about The Shop, while Third Echelon is trying to investigate the deaths of many other Splinter Cells (another plot from the first novel). However, when a German scientist who defected from East Germany long ago goes missing and ends up dead in Hong Kong, Third Echelon's attention is diverted. It turns out that this scientist had made a vehicle that could store a nuclear weapon. Third Echelon decides to send their best Splinter Cell, Sam Fisher, to find out why the German was in Hong Kong and the reason for his death. After arriving, he soon begins to work on the case. He finally figures out that a local group of Triads that call themselves the Lucky Dragons seemed to have some major involvement. But what Sam does not know yet is that the German scientist, the Lucky Dragons, The Shop, as well as a mole in the American government are all involved in a huge plot, which also contains a rogue Chinese General who has intentions of conquering Taiwan. With Sam Fisher not having the slightest hint that he is the world's only hope of stopping an international crisis; he has to balance his job, as well as a new romantic relationship which he hopes will give him a wife, and his daughter a mother.
