The setting is London in 1761. Boris Karloff is the director of the mental institution of Bedlam. Karloff treats the patients as if they were animals. When Anna Lee, affected by this situation, decides to do something about it, Karloff persuades Lee's protector to declare her insane.

Locked in one of Bedlam's wards, Anna Lee learns to appreciate the patients and waits for the Quaker William Manny to come free her.
