Pecker is an eccentric, young photographer who lives in the campy Hampden district of Baltimore. His quirky family includes a grandmother who speaks to a Virgin Mary doll, a mother who owns a thrift shop, and a hyperactive, sugar-addicted little sister. Pecker photographs the world around him, and his work is discovered by Rorey Wheeler, a New York art agent. Poised to become the next big thing, Pecker discovers that loyalty to his family and girlfriend are more important than fame and fortune.
