Thomas Jefferson Johnson (Eddie Murphy) is a small time con man who finds himself with a similar last name as a Congressman who just passed away. He knows that he would make a good living if he were elected into Congress. So the con is on. He enters himself as an Independent candidate in the election as Jeff Johnson and gets himself a seat in Congress. People start to question his place as he really does not fit in with the politicians. He gets a visit from a young girl, who has cancer, and his mother and he begins to realize that there are more important things to money. He acts on his policies and puts a strong foot forward to help his community.
