Penny, an orphan, is kidnapped by the evil Madame Medusa, who takes her to the swamps to search for a priceless diamond. Penny desperately sends off a message in a bottle, which is intercepted by the Rescue Aid Society, a sort of United Nations for mice.

The Society elects to send Miss Bianca to rescue Penny. Bianca invites Bernard, the janitor, to help her. Together, they track Penny to the swamps and attempt to save her from Madame Medusa.
