This volume explains the events that led to the historic treaty negotiated in Maastricht to create the European Union in December 1991. Its author assisted with the ratification of the Treaty on European Union ("Maastricht") in the Federal Republic of Germany as a Robert Bosch Foundation Fellow. In this capacity, she interviewed many of the key players in the narrative. The book's focus is on three leaders whose decisions shaped the final outcome, German Chancellor Helmut Kohl, French President Francois Mitterrand and European Commission President Jacques Delors. The interactions of French, German and European politicians and bureaucrats are also highlighted throughout the book.
