Haru (Chris Farley) is at first believed, when he is found as an infant orphaned from a shipwreck, to be the great white ninja of legend. As he grows up at the Shinto temple it is obvious he is not ninja material, wrecking everything in sight. He meets a beautiful American stranger (Nicolette Sheridan). She gives him the alias Sally Jones and asks him to spy on her boyfriend. The mission is a ruse to set him up as the killer when the criminal operation goes awry. Haru must go to LA to find "Sally" and let her know that the boyfriend is a dangerous killer. Haru's brother is dispatched to keep him out of trouble.

Haru meets Joey Washington (Chris Rock), a lazy bellboy but enthusiastic karate deciple. Misadventures abound wherever Haru goes as he tails criminal Martin Tanby; airport, strip club, hotel, etc. smashing mirrors, running into light poles, or leaving his shoes at the front of the hotel lobby each day only to be swept up and thrown out by the custodian. Eventually, Haru is able to track down Allison "Sally" Page and Martin with unseen help from his brother. This is a martial arts spoof and campy cops and robbers story.
