Tess True hart (Anne Gwynne) finds herself stuck in the middle of a bank robbery where she observes a very strange occurrence from the phone booth. It appears that all of the staff and patrons have been frozen in time and cannot move or see. One call to Dick Tracy (Ralph Byrd) and he is hot on the trail of a ruthless gang using a newly developed freeze gas to commit their crimes.

At the head of the gang is the infamous Gruesome (Boris Karloff) and he isn't someone to tangle with. Neither are his gang members Dr. Lee Thal, who developed the gas formula, Melody, who is a criminal piano player and X-Ray, the minion who wears glasses that are way too thick. Gruesome has no qualms about kidnapping or killing.
Tracy, on the other hand, is determined to stop this gang before anyone else gets hurt. Even if he has to put himself in a very dangerous position to do so. When Melody is injured in a car accident, Tracy finds the perfect opportunity to get in on the inside. Melody aka Tracy is kidnapped from the hospital by the unknowing Gruesome who uses his special gas to knock people out. This includes the detective and when he awakes a chasing gun battle ensues.
