The US Government makes the decision to help any country that requires assistance in ridding themselves of drugs and drug traffickers with support from the Army. The drug cartels get wind of this offer and counter it with one of their own. They have hired one of the best air-combat mercenaries, named Breaker (Kestner) and have armed him with a Scorpion attack helicopter. The Army sends it's best people from the Apache Air Combat School to battle it out headed up by Brad Little (Jones). Jake Preston (Cage) is one of the elite group. Before they are sent in they must be taught to fly air-to-air combat missions. Jake soon meets up with a woman from his past named Billie Lee Guthrie (Young). Amid the chaos of the military mission, the flames of desire ignite between the two of them.
