Pete Stanchek has a lifelong dream of becoming a race car driver and has a good chance of making it big at a race car competiton in Rio De Janeiro, Brazil. His uncle Jim Douglas has the perfect little car already set for his nephew to race his competitors in. Full of excitement, Stanchek and his friend Davie goes to Mexico to pick up the car. Upon their arrival they only see a 1963 bug; something much different than the look of a fast race car.

But their hopes lighten up as the little car, known as Herbie goes a great speed. Now the two men is up for the challenge and heads off to the boat, S.S Princess and load little Herbie on it. Things ae going well until they meet a adorable little boy named Paco, who also a little pickpocketer, who somehow hid under the hood of Herbie and found a way to steal Pete's wallet and the film of a couple of bad men.

While on board, Pete and Davie meets a lovely woman named Melissa and her rich meddling aunt Louise, who is in the hunt to search for Mr. Right for her shy neice. In the meantime, Paco and Herbie makes a scene that bewildered Captain Blythe by destroying his costume party on the ship. The captain revenge is to put the little car right into the ocean. Sadly the car is damaged and Pete is unhappy that he will never get the chance to live up his dream until Davie persuades his friend to pretend to be in love with Melissa, in order to get some financial support from Louise. Melissa's aunt is excited that her neice found herself a man and is eager to help the boys by sponsoring for their race car competition. However the no good men Paco pickpocket earlier is looking for their film and the kid.
