Following her experience in the first film as an undercover agent in the Miss United States, Gracie Hart (Bullock) is a well-known and easily recognized FBI agent. Due to her fame she is unable to do undercover work, and, following a difficult breakup, she instead becomes a spokesmodel for the FBI.

Her friend, Miss USA, is kidnapped, along with the host of the pageant (Shatner) and held for ransom. Hart is sent to Las Vegas to act as spokeswoman, the only job she is fit for, but she is intent on solving the crime and rescuing her friend. But it has been months since she has conducted fieldwork and noone at the Bureau trusts her opinion.
While in Vegas as spokesperson, Hart views the ransom video and kidnapping surveillance video and she uncovers several clues everyone else missed (the limo driver was paid to let the kidnap occur, the pageant director owes money to loansharks, and a Dolly Parton impersanator is involved) that lead her to the criminals: a pair of oafish Vegas workers.
Her partner, an angry and violent female agent (Fuller played by Regina King), realises that Hart is smarter than everyone at the Bureau thinks and the pair track down the criminals in a casino and beat them into submission. The bad guys then reveal the location of the kidnap victims and Hart with Fuller rush to save them.
