Dana Cannon, a reckless driver is sent to training school to learn the more proper way of driving and knowing the rules of the road. But he is not the only one in class to learn, Amy Hoskins a rocket scientist who comes across as a airhead, "Doc" Williams, Scott Greeber a puppeteer and Mrs. Houk, a old lady with very poor eyesight that can't tell a street from a store.

It should not take them no time to pass the test and get their licenses and cars back but very uptight Deputy Helik is out to get revenge on Cannon but at the same time making them all pay by giving them hard tests that will surely make them fail.

The reason for his deep seated anger is that he believed Cannon once parked his car in a illegal parking spot in front of a dount shop filled with the police. Determined to make him pay, Helik decided to damage the vehicle only to realize it was the sherrif's and for that action, he is demoted. Now teaching the class full of traffic breaking deliquents, his teaching habits might be a sure way of being promoted. But the deputy is not the only one the students has problems with, Judge Nedra Henderson is the mastermind who ordered for them to take the difficult tests, and both the cop and judge is planning a scam by taking half the money being made for impounding the vehicles, and intentionally making sure all the students fail.

As long the gang is in the class and continuely not doing well, Cannon picks up that something is not right with the tests. The bad drivers suspect Halik and Henderson is the caused of them being duped and is out to find get the schemers doing them wrong. Now out in a city in a crazy search, Cannon went to a police convention that Deputy Helik happens to attend and the frustrated officer yells that Cannon is to be stopped because he is wanted! All the officers is behind him, but will they catch him? And would the judge and deputy will be punished for their illegal schemes? Would all the horrible drivers pass traffic school and finally get their driver licenses and cars back?
