Martin Lawrence stars as Earl Montgomery, an officer in training at the L.A. police academy. He gets physically thrown out of the academy after mouthing off to his training officer and is no longer on the force. While out, Earl locks his keys in his car and reaches in the window that open just a crack. As this is happening officer Hank Rafferty (Steve Zahn) is going by in his police cruiser. Hank stops thinking that Earl is robbing the car. A comedic ensues where a bumble bee flies by and Earl is allergic so Hank tries to swat it away with his baton. But people think its police brutality as someone in the park starts taping the incident. Hank gets six months in jail and thrown off the force. As luck would have it they both wind up working security at the same soda distributing plant. A robbery goes down and after the big shoot out they try and chase down the criminals. Hank and Earl get caught by the cops and the criminals get away. After getting released they continue to track down the criminals and find them after some bumbling incidents on the highway. They eventually figure out the stolen goods were stolen from the CIA, but it's an aeronatutics firm not the Central Inteligence Agency. It's a special alloy metal that was melted down into beer kegs and is highly precious. Hank and Early eventually meet up Nash (Eric Roberts) in an effort to cut a deal for one million dollars. But they wind up saving the day and getting reinstated as officers for their bravery.
