Yo Hinomura/Freeman is the executioner for a secret Chinese organization . One day, in San Francisco, a young painter -Emu O'Hara- witnesses Freeman's last killing but she's spared by him. Back in Vancouver, Emu is questioned by an Interpol cop -Netah- who tries to prevent the beginning of a new gang war between the Japanese yakuzas and the Chinese Triads due to Freeman's last deadly moves.
Freeman is asked by his employer to kill Emu but he refuses and takes the young girl back with him in Japan, hoping to live a normal life with her. But soon, Detective Netah, the yakuza boss Hanada and his gang and even the Chinese society employing him will try to eliminate Freeman.
