New President Judson Hammond (Walter Houston), a corrupt politican who follows the party line no matter what, awakes from a traffic incident a new man determined to solve the problems of the Great Depression. With the help of of his secretary Pendola Molloy (Karen Morley) and his aide Hartley 'Beek' Beekman (Franchot Tone), he dismissis his cabinet and defies Congress.

Assuming near-dictatorial powers, Hammond cut's through red tape and institute sweeping measures to reduce unemployment, get rid of bootlegers and gansters, and save the econmoy from the dark days of the Great Depression.
