With the help of of his secretary Pendola Molloy (Karen Morley) and his aide Hartley 'Beek' Beekman (Franchot Tone), he dismissis his cabinet and defies Congress.

Assuming near-dictatorial powers, Hammond cut's through red tape and institute sweeping measures to reduce unemployment, get rid of bootlegers and gansters, and save the econmoy from the dark days of the Great Depression.
