John and Charlie (Snipes and Harrelson) are foster brothers who work together as New York City transit cops. John is the perfect citizen out of the two, and Charlie has a major problem with gambling. Since they are brothers, John often feels sympathetic and helps him out when the going gets rough.

But soon the brothers are at each other's throats when they meet Grace (Lopez), a New York detective sent to their train station to investigate a number of crimes that have occurred.
Charlie is head over heels for Grace, but she starts falling in love with John. Charlie walks in on John and Grace together and walks out on his brother.
All alone, Charlie gets jumped by a loan shark whom he owes a lot of money. Almost left for dead, Charlie is spared to have one last chance to get obtain the money.
With no other options, Charlie gets a plan together to rob the money train he used to protect.
Finally he convinces John to help him because his life is at stake.
