In Mother Goose Village, Mary, Quite Contrary and Tom Piper are about to be married. But, evil Barnaby knows that Mary will inherit a fortune when she marries, and whoever her husband is will get the money as well. So, he hires two henchmen to kidnap Tom before the wedding and throw him in the sea. The henchmen kidnap Tom, but instead of throwing him in the sea, they sell him to the gypsies. After that, Barnaby has the henchmen get rid of Little Bo Peep's sheep, which are the source of income for Mary and her family. This way she'll be forced to marry him to stay out of debt. When Mary is told that Tom drowned and the sheep are in the Forest of No Return, she reluctantly agrees to marry Barnaby. Bo Peep and the other kids can't stand to see Mary so unhappy, so they sneak into the Forest of No Return to find the sheep and bring them home. But, the trees come to life and won't let them out.

Barnaby throws a party to celebrate his engagement to Mary. He hires a band of gypsies to perform. Among them is an old fortune teller, who calls Barnaby a scoundrel and says that Tom is alive. The fourtune teller rips off her disguise and underneath is Tom. He and Mary race happily back to her house, where they find a note saying where the kids have gone. They set out to rescue them. Unknown to them, Barnaby and his henchmen follow.
When they find the kids, they don't believe them about the trees and decide to sleep in te forest until morning. But, the trees are there in the morning and won't let anyone go. They say the Toymaker has to decide their fate. Mary, Tom, and the kids are sent to Toyland. They find the Toymaker and his assistant Grummio, trying to make enough toys before Christmas. Grummio keeps inventing toy making machines, and the Toymaker keeps breaking them, so they're behind. Mary and the kids volunteer to help make toys and are put to work.
That night, Grummio shows everyone his new invention, a gun that turns big objects into toy ones. After Tom asks where theu'll get enough big objects, the Toymaker throws the gun out the window, and Barnaby catches it. The henchmen decide they want no part of this plan. He shrinks the Toymaker, the henchmen, and Tom. Mary agrees to marry Barnaby, so he won't make Tom dissolve completely. As the Toymaker starts to perform the ceremony, Tom gathers a troop of toy soldiers to do battle and rescue Mary from Barnaby once and for all.
